Due to the lack of urban land in main area of Mexico City, it emerges the need of relocate affordable and under used urban land, considering its closeness with avenues or neighbourhoods that have low building density. The real estate capital, a nameless and faceless actor, has made use of legal resources for its own interest, whether in secondary roads like “Circuito Interior Rio Churubusco” which travels through the central mayorships in Mexico City, nor low-density housing zones, like the neighbourhood “Doctores” located at the centre of the city. The purpose is intervened in spaces with real state activity reduced and, the same time, enjoy of legal support. In this manner, the research seeks to question the association between the urban land market and the saturation of urban policies. The intensive, but not restrictive, use of normative framework presents the deregulation of regulation as an open process, which dictates the future of a city with pronounced urban differences and deep socio-spatial inequalities.
