Trotz der Bemühungen mehrere Regierungen in den letzten zwei Jahrzehnten einen dauerhaften und territorialen Frieden in Kolumbien zu schaffen – als totaler Frieden in seiner letzten Inkarnation bekannt – scheinen sich Gewaltakteure nach jedem Friedensprozess immer wieder neu zu erfinden: AUC Paramilitärs werden zu BACRIMS (kriminelle Banden), FARC-Guerillas werden zu verschiedenen Dissidentengruppen; und mit ihnen entwickeln sich auch die Formen der Gewalt.

 

Dieser Workshop zielt darauf ab, diese Entwicklungswege nichtstaatlicher bewaffneter Akteure in Kolumbien zu untersuchen – mit Schwerpunkt auf den FARC und AUC (und ihren jeweiligen Gruppen nach der Demobilisierung) – um einige Thesen über die Plausibilität eines totalen Friedens zu liefern, den die neue Regierung unter Gustavo Petro versucht zu etablieren. Nicht aus dem Fokus gelassen wird der kolumbianische Staat, seine Strukturen Subparts, und wie staatliche Strukturen Gewaltdynamiken verstärkt haben.

 

Führende Experten aus Kolumbien – nicht zuletzt Prof. Francisco Gutiérrez Sanín (Universidad Nacional, Bogota) – nehmen gemeinsam mit Wissenschaftlern aus Deutschland (Prof. Sabine Kurtenbach, Prof. Stefan Peters, Dr. Jan Boesten) an einem zweitägigen Workshop teil, der vom LAI an der FU veranstaltet wird.

Despite the various efforts to establish a lasting, and territorial, peace in Colombia over the last two decades – as a Total Peace in its latest incarnation – violence continues almost unbounded. The assorted non-state armed actors keep re-inventing themselves after each peace process, evolving from AUC paramilitaries into various BACRIMs (Criminal Bands) and FARC guerrilla into several dissident groups; and with them forms of violence re-invent themselves, too.

 

This workshop aims to explore these trajectories of non-state armed actors in Colombia – focusing on the FARC and AUC (and their respective post-demobilization groups) – in order to provide some theses on the viability of a Total Peace that the new government of Gustavo Petro attempts to establish. Not left out of focus is the Colombian state, its sub-parts, and how these reinforce violence dynamics.

 

Leading experts from Colombia – not least the eminent Prof. Francisco Gutiérrez Sanín (Universidad Nacional, Bogota) – join scholars from Germany (Prof. Sabine Kurtenbach and Prof. Stefan Peters, Dr. Jan Boesten) in a two-day workshop hosted by the LAI at the FU in Berlin comprising of a public lecture, a non-public seminar that is concluded with a public discussion on the viability of the Total Peace.

A pesar de los diversos esfuerzos que se han llevado a cabo durante las últimas dos décadas por establecer una paz duradera y territorial en Colombia, una Paz Total en la última de sus  encarnaciones, la violencia continúa casi sin límites. Los diversos actores armados no estatales continúan reinventándose después de cada proceso de paz, evolucionando de las AUC a varias BACRIM (Bandas Criminales) y de las FARC a varios grupos disidentes; y con ellas también se reinventan las formas de violencia.

 

Este taller tiene como objetivo explorar estas trayectorias de los actores armados no estatales en Colombia -enfocándose en las FARC y las AUC (y sus respectivos grupos pos-desmovilización)- con el fin de brindar algunas tesis sobre la viabilidad de una Paz Total que el nuevo gobierno de Gustavo Petro intenta instaurar. No queda fuera de foco el estado colombiano, sus estructuras y subcuerpos y cómo estos refuerzan las dinámicas violentas.

 

Destacados expertos de Colombia, entre ellos el eminente Prof. Francisco Gutiérrez Sanín (Universidad Nacional, Bogotá), se unen con académicos de Alemania (Prof. Sabine Kurtenbach, Prof. Stefan Peters, y Dr. Jan Boesten) en un taller de dos días organizado por la LAI en la FU en Berlín.
